   वैसे तो लोभी और क्रूर उत्पीडक शासक पश्चिम के लिये दो समस्यायें प्रस्तुत करते हैं। राष्ट्रीय हितों के ऊपर अपनी व्यक्तिगत प्राथमिकताओं पर अधिक ध्यान देकर वे अन्य समस्याओं के लिये आधार तैयार करते हैं जिनमें आतंकवाद से लेकर अलगाववाद और विद्रोह तक शामिल हैं, साथ ही अपनी प्रजा का उत्पीडन कर वे पश्चिमवासियों की संवेदना पर भी प्रहार करते हैं। आखिर जो स्वतन्त्रता , व्यक्तिवाद और विधि के शासन को आगे बढाता है वह उत्पीडन का समर्थन कैसे कर सकता है?
