   न्यायाधीश और उनकी योग्यताएं सम्राट ऐसे सम्माननीय व्यक्तियों को न्यायालय के सदस्य नियुक्त करता था जिनकी ईमानदारी जांची परखी जा चुकी हो और जो न्याय के प्रशासन का भार उठा सकने में समर्थ हों.इनसे यह भी आशा की जाती थी कि वे धर्मशास्त्र और साथ ही , विधिशास्त्र के नियमों के ज्ञाता होंगे , कुलीन होंगे तथा मित्रों और शत्रुओं के प्रति समभाव रखने वाले होंगे .
