1. A person who migrated from Pakistan to India before July 19 , 1948 , shall be deemed to be a citizen of India on the commencement of the Constitution provided he or either of his parents or any of his grandparents was born in India as defined in the Government of India Act , 1935 and he had been ordinarily residing in India since the date of his migration .
   जो व्यक्ति 19 जुलाई , 1948 से पहले पाकिस्तान से प्रवास करके भारत में आ गया था , उसे संविधान के प्रारंभ पर भारत का नागरिक समझा जाएगा बशर्ते उसके माता-पिता में से कोई अथवा पितामह या पितामही या मातामह या मातामही में से कोई भारत शासन अधिनियम , 1935 में यथा परिभाषित भारत में जन्मा था और जो अपने प्रवास की तारिख से आम तौर पर भारत में रह रहा था .
