प्रवर्तमान कार्यपालिका शासन से इस पद की स्वतंत्रता को सुनिश्चित किया जा सके , इसके लिए उपबंध किया गया है कि नियंत्रक-महालेखापरीक्षक को उसके पद से तभी हटाया जा सकेगा जब सिद्ध कदाचार या असमर्थता के आधार पर संसद के प्रत्येक सदन द्वारा , उस सदन की कुल सदस्य संख्या के बहुमत द्वारा तथा उस सदन के उपस्थित और मत देने वाले सदस्यों के दो तिहाई बहुमत द्वारा पारित समावेदन राष्ट्रपति के समक्ष उसी रीति से प्रस्तुत किया जाए जो अनुच्छेद 124 ( 4 ) के अधीन उच्चतम न्यायालय के न्यायाधीशों पर लागू होती है .
