1. While it has been made clear that any person migrating to Pakistan after March 1,1947 ceased to be a citizen of India , an exception has been made in the case of those returning to India on the basis of permits for resettlement in India .
   यहां यह स्पष्ट कर दिया गया है कि 1 मार्च , 1947 के बाद पाकिस्तान को प्रवास करने वाला व्यक्ति भारत का नागरिक नहीं रहेगा , किंतु उन व्यक्तियों की दशा में अपवाद किया गया है जो भारत में पुनर्वास के लिए परमिट के आधार पर भारत लौट आए थे .
2. Judges of the High Court were appointed by the President after consultation with the Chief Justice of India , the Governor of the State and in case of appointment of all judges other than the Chief Justice , the Chief Justice of the High Court .
   अनुच्छेद 217 में कहा गया है कि भारत के मुख्य न्यायमूर्ति से , उस राज्य के राज्यपाल से और मुख्य न्यायमूर्ति से इतर सभी न्यायाधीशों की नियुक्ति की दशा में , उस उच्च न्यायालय के मुख्य न्यायमूर्ति से परामर्श करने के बाद , राष्ट्रपति उच्च न्यायालय के न्यायाधीशों की नियुक्ति करेगा .
3. Every ordinance promulgated by the Governor has to be laid before the State Legislative Assembly -LRB- before both the Houses in case of a bicameral State Legislature -RRB- and shall cease to operate at the expiry of six weeks from the reassembly of the Legislature or even earlier if a resolution disapproving it is passed .
   राज्यपाल द्वारा जारी किए गए हर अध्यादेश को राज्य विधान सभा के समक्ष ( दो सदनों वाले राज्य विधानमंडल की दशा में दोनों सदनों के समक्ष ) रखना होगा तथा वह विधानमंडल के पुन : समवेत होने से छह सप्ताह की समाप्ति पर या उससे पूर्व भी लागू नहीं रहेगा यदि उसके निरनुमोदन का संकल्प पारित कर दिया जाता है .

Thus , Art . 100 provides -LRB- 1 -RRB- that except where otherwise provided in the Constitution , -LRB- e.g . in the case of constitutional amendments , impeachment of the President , removal of the presiding officers , judges , etc . -RRB- , all questions at any sitting of either House or joint sitting of the Houses shall be determined by a majority of votes of the members present and voting , other than the Presiding Officer who shall exercise a casting vote only in case of an equality of votes ; and -LRB- 2 -RRB- all proceedings of either House shall be valid irrespective of any vacancies in membership or any unauthorised participation in debate or voting .
   अत : , अनुच्छेद 100 में उपबंध है ( 1 ) कि इस संविधान में यथा अन्यथा उपबंधित के सिवाय ( यथा संवैधानिक संशोधन , राष्ट्रपति के विरुद्ध महाभियोग , पीठासीन अधिकारियों , न्यायाधीशों को हटाया जाना आदि ) प्रत्येक सदन की बैठक में या सदनों की संयुक़्त बैठक में सभी प्रश्नों का अवधारण पीठासीन अधिकारी को छोड़कर , जो केवल मत बराबर होने की दशा में निर्णायक मत का प्रयाग करेगा , उपस्थित और मत देने वाले सदस्यों के बहुमत से किया जाएगा और ( 2 ) प्रत्येक सदन की सारी कार्यवाही सदस्यता में कोई रिक़्तियां अथवा वाद विवाद या मतदान में किसी अनधिकृत सहभागिता के होने पर भी विधिमान्य होंगी .
