   लगभग साढ़े तीन मिनट बीतने के बाद , अध्यक्ष प्रश्न पर दूसरी बार मत लेता है तथा घोषण्धा करता है कि क़्या उस की राय में ? हां ? पक्ष वालों की जीत हुई या ? ना ? पक्ष वालों की जीत हुई है .
